Pennsylvania's Specialty Crop Block Grant allocations are administered by the Pennsylvania Department of Agriculture. Vertical-farming STEM labs qualify because they both produce specialty crops on campus and train the next generation of specialty-crop technicians.

Toshiba America Foundation, Captain Planet Foundation, Whole Kids Foundation Garden Grants, and similar corporate / family foundations. Smaller per-grant, faster turnaround, easier to stack.

Several national foundations score regionally — corporate foundations with operations in Philadelphia or Pittsburgh often weight Pennsylvania applications more favorably, especially when the project aligns with their local community-investment priorities.
